I was wondering if it was possible the change Tommys model to other characters even in cutscenes.

It just includes renaming a few files <img src="/wp-content/uploads/invision_emoticons/smile.png" alt="(//smile.gif)" data-emoticon="" srcset="/wp-content/uploads/invision_emoticons/smile@2x.png 2x" width="20" height="20">

Thanks, I managed to figure it out and replaced Tommy with a Police ped <img src="/wp-content/uploads/invision_emoticons/smile.png" alt="(//smile.gif)" data-emoticon="" srcset="/wp-content/uploads/invision_emoticons/smile@2x.png 2x" width="20" height="20"> , I had one final question, do you know where character textures are stored?
