It's very short and easy procedure. It can be done in two ways:
First method
Find folder named /pc/sds/police_char and change it into police_char1
Second method
Find the same folder as shown above and simply delete it (but it's important to make a backup before deleting).
It's useful when we want to drive police cars freely (as it's known, they're wanted by the real police).
And now surprise - how to turn the beacon on without LUA scripts or sth similar ?
It's enough to press a key, which is used to change radio station - default is , (coma) or . (dot) on the keyboard.
