Besides the faster cars, of which I observed that they eat up a lot of gas (and of course that certain guzzling sled in some Freeride Extreme mission), was it normal for most vehicles ingame to like sip just a bit of juice? I just noticed that while some vehicles that I jacked only have the tank at half-full, it takes a long while for them to go half or empty.

It's good to have full tank to drive longer and not to have worry about the gas

Noted, although my question is that how far does a typical tank of gas can reach on most M1 vehicles?

I swear for movement of my sperms, that for ten years, I never run of fuel in Mafia. Except for Lowgas mission in FRex or when I shot fuel tank just for hear Tommy's funny sentence in Czech (Kurva doála nám átáva)    And also with hole in fuel tank, it took around 3 circles around the countryside  to run out of fuel...

Well yeah, each time you start a mission, every car in the garage has a tankful of gas. Ralphie probably fills them up for you.  <img src="/wp-content/uploads/invision_emoticons/smile.png" alt="" data-emoticon="" srcset="/wp-content/uploads/invision_emoticons/smile@2x.png 2x" width="20" height="20">  And cars you have to steal also come with full tanks. But as a matter of fact, I have experienced several occasions of running out of fuel. It happened once when my car got shot while driving somewhere with Paulie, which made me stop in the middle of the journey, and also I use the gas station often after stealing a car off the street which is very low on fuel. But yeah, it happens rarely. It would be more realistic if they ate more gas, but anyway I found it a really nice detail that you can fill your tank up  <img src="/wp-content/uploads/invision_emoticons/smile.png" alt="" data-emoticon="" srcset="/wp-content/uploads/invision_emoticons/smile@2x.png 2x" width="20" height="20">

But when your fuel tank is damaged, your fuel will be consumpted very, very quickly (like in first mission)

Does anyone know what can be edited to change consumption rates, say by two or three times?

Well, a long-long time age in the year 2003, when I was a school-boy and play Mafia 207, I kill GAS tank on Falconer after 2 hours of real time in Freeride Italy.
